FSSAI Registration Online in India

It’s late at night, and you just opened the FoSCoS (Food Safety Compliance System) portal for the first time. You are in for a shock! The screen says – Form A, Form B, State Licence, Central Licence, Turnover Limits, and Food Safety Management Plans. So much to follow up with! You thought launching your cloud kitchen would be easy, and your home baking business would have a great start. But the momentum has slowed down. How can you get these documents ready?

You are now confused and exhausted.

Been in a similar situation?

You’re not alone. Every year, thousands of Indian food entrepreneurs hit the same wall when trying to complete their FSSAI registration online. The good news? It’s not as complicated as it looks, once someone breaks it down the right way.

This guide is that breakdown. Whether you’re a restaurant owner, a home baker selling on Instagram, a food startup ready to scale, or a manufacturer entering new markets, by the end of this article, you’ll know exactly what FSSAI registration is, which licence you need, what documents to gather, how to fill the forms correctly, and how to avoid the mistakes that cause applications to get delayed.

Quick Answer: FSSAI registration online is done through the FoSCoS portal (foscos.fssai.gov.in). Every food business in India – regardless of size must obtain an FSSAI licence or registration before operating. Penalties for non-compliance can reach up to ₹5 lakh.

What Is FSSAI Registration?

FSSAI stands for the Food Safety and Standards Authority of India. It is the apex food regulatory body in India, established under the Food Safety and Standards Act, 2006, and operating under the Ministry of Health and Family Welfare.

FSSAI’s core job is simple: ensure that every food product sold in India is safe, labelled well, and produced under hygienic conditions.

Every food business operator (FBO) in India, whether it sells homemade cakes, runs a restaurant, manufactures packaged snacks, or imports exotic ingredients, must be registered or licenced with FSSAI before commencing operations.

The 14-digit FSSAI licence number that you receive must be printed on every food package, menu, website, and storefront. It signals to customers, retailers, and regulators that your food business has been reviewed and approved.

Why does it matter? Beyond legal compliance, FSSAI registration builds customer trust, enables marketplace onboarding (Amazon, Swiggy, Zomato, ONDC), unlocks funding opportunities, and shields your business from costly penalties and shutdowns.

Who Needs FSSAI Registration in India?

The short answer: almost everyone involved in the food supply chain. Here’s a practical breakdown:

  • Restaurants & Dhabas – Any establishment preparing and serving food to customers
  • Cloud Kitchens – Virtual restaurants operating via delivery platforms
  • Home Bakers & Home Chefs – Selling baked goods, meals, or snacks from home
  • Food Manufacturers – Producing packaged food items for retail sale
  • Food Processors – Processing raw materials into consumable products
  • Food Importers – Bringing food items into India from abroad
  • Food Exporters – Sending Indian food products to international markets
  • Wholesalers & Distributors – Storing and distributing food products
  • Retailers, Supermarkets, kirana stores, and speciality food shops
  • E-Commerce Food Sellers – Selling food on Amazon, Flipkart, Meesho, ONDC, Instagram, or WhatsApp
  • Caterers & Event Food Vendors – Providing food at weddings, parties, and corporate events
  • Food Storage Businesses – Cold chains, warehouses, silos storing food

Real-life example: Priya bakes custom cakes from her Mumbai apartment and sells them through Instagram. She has just 3-4 orders a week. Does she need FSSAI? Yes. If she sells any food item for commercial consideration, even occasionally, then she needs a FSSAI Registration.

FSSAI Registration vs FSSAI Licence: What’s the Difference?

There is a common misconception that ‘FSSAI Registration’ and ‘FSSAI Licence’ are interchangeable terms. They are not. There are three distinct categories, each suited to a different size and type of food business:

Parameter Basic Registration State Licence Central Licence
Eligibility Very small/petty food businesses Medium to large businesses in one state Large businesses, multi-state, importers/exporters
Annual Turnover Up to ₹12 lakh ₹12 lakh to ₹20 crore Above ₹20 crore
Application Form Form A Form B Form B
Issuing Authority Designated Officer (State) State Food Safety Commissioner Central Licensing Authority (FSSAI HQ)
Government Fee (approx) ₹100/year ₹2,000–₹5,000/year ₹7,500/year
Validity 1–5 years 1–5 years 1–5 years
Ideal For Home bakers, small vendors, petty retailers Restaurants, food manufacturers, processors Large manufacturers, national brands, importers

Understanding FSSAI Licence Types in India

1. Basic Registration (Form A)

Basic Registration is the entry-level category for petty food business operators. If your annual turnover is below ₹12 lakh, this is your category.

  • Ideal for: home bakers, small roadside vendors, petty retailers, tiny tiffin services
  • Turnover limit: up to ₹12 lakh per year
  • Production limit: up to 100 kg/litres per day (for manufacturers)
  • Form: Form A

Example: Ramesh runs a small bhelpuri stall outside a college. His monthly revenue is around ₹40,000. He qualifies for Basic Registration.

2. State Licence (Form B)

A State Licence is for businesses that operate within a single state and cross the Basic Registration threshold.

  • Annual turnover: ₹12 lakh to ₹20 crore
  • Ideal for: restaurants, bakeries, mid-size manufacturers, distributors, caterers
  • Issued by: State Food Safety Authority
  • Form: Form B

Example: Kaveri runs a cloud kitchen in Bengaluru with annual revenue of ₹80 lakh. She needs a State Licence from the Karnataka food safety authority.

3. Central Licence (Form B)

A Central Licence is mandatory for large-scale operations, national brands, and businesses involved in import or export.

  • Annual turnover: above ₹20 crore
  • Mandatory for: food importers, exporters, manufacturers supplying to central government agencies
  • Mandatory for: businesses with operations in multiple states (each state may require a separate state licence too)
  • Issued by: FSSAI Head Office (Delhi)
  • Form: Form B

Example: A national snack brand manufacturing in Gujarat and selling across India, with turnover exceeding ₹50 crore, requires a Central Licence.

How to Choose the Correct FSSAI Licence

Decision Rule: Start by checking your annual turnover. If below ₹12 lakh → Basic Registration. ₹12L–₹20Cr in one state → State Licence. Above ₹20Cr or multi-state or importing/exporting → Central Licence.

Use this quick decision framework:

  • Check your annual turnover (actual or projected for the first year).
  • Determine whether you operate in one state or multiple states.
  • Identify whether you import or export food.
  • Check your manufacturing/processing capacity.
  • Consider the food category – dairy, meat, proprietary food, and some categories have special rules.

When in doubt, choose a higher category rather than a lower one. Upgrading later is straightforward; operating under the wrong licence is a compliance risk.

Documents Required for FSSAI Registration

The documents you need vary slightly based on your licence category and business structure. Here is a comprehensive list:

Document Basic Reg. State Licence Central Licence Notes

Step-by-Step FSSAI Registration Process Online (2026)

Here is an exhaustive walkthrough of the complete process for applying through the FoSCoS portal.

Step 1: Determine Your Licence Category

Before you open any portal, assess your annual turnover, number of states of operation, and whether you import or export. Choose between Basic Registration (Form A), State Licence (Form B), or Central Licence (Form B) accordingly.

Step 2: Prepare Your Documents

Gather all required documents in digital format. Scan and save in PDF or JPG. Name files clearly (e.g., ‘PAN_Card.pdf’, ‘Premises_Rent_Agreement.pdf’). Maximum file size: 2 MB per document.

Step 3: Create a FoSCoS Account

Visit foscos.fssai.gov.in. Click ‘Sign Up’. Enter your mobile number – you will receive an OTP. Verify, then set your password and complete your profile. Keep your login credentials safely stored.

Step 4: Choose Form A or Form B

After logging in, click ‘Apply for Licence/Registration’. The portal will prompt you with questions about your business type and turnover. Based on your answers, it will direct you to Form A (Basic) or Form B (State/Central).

Step 5: Fill the Application Form

Fill every field accurately:
– Business name exactly as per legal documents
– Permanent address and premises address (these may differ)
– Food category/categories – select all that apply
– Manufacturing capacity or production volume
– Nature of business (manufacturing, trading, retail, etc.)
– Partners/directors details if applicable

Step 6: Upload Documents

Upload each document in the designated field. Ensure document quality is legible. The portal may reject corrupt or oversized files. After each upload, verify the preview is correct.

Step 7: Pay the Fee

Pay the applicable government fee through the payment gateway on FoSCoS. Accepted modes: Net banking, credit/debit card, UPI. Download and save the payment receipt immediately.

Step 8: Submit and Track Application

Submit the application. Your application number will appear on screen – note it down. Use the ‘Track Application’ feature on FoSCoS to monitor status. You will receive SMS/email updates.

Step 9: Inspection (If Applicable)

For State and Central Licences, a designated officer may inspect your premises within 30 days of application. Be prepared:
– Premises must be clean and comply with hygiene standards
– Keep physical copies of all submitted documents ready
– Have your FSMS plan accessible
– Ensure the kitchen/production area is functional and compliant

Step 10: Approval and Certificate Download

Once approved, log in to FoSCoS and download your FSSAI certificate from the dashboard. Print and display it prominently at your business premises. Your 14-digit FSSAI number must appear on all food labels and packaging.

Common Mistakes to Avoid: (1) Mismatched business name in form vs documents. (2) Wrong food category selection. (3) Submitting blurry or unreadable documents. (4) Incorrect turnover declaration. (5) Missing NOC for premises.

Common Reasons FSSAI Applications Get Rejected

Understanding rejection reasons helps you avoid them. Here are the 12 most common issues:

  1. Mismatched Business Name: The name in the form doesn’t match the name on your GST certificate, partnership deed, or incorporation certificate. Solution: Ensure complete consistency across all documents.
  2. Wrong Food Category: Selecting a food category that doesn’t match your actual products. Solution: Review FSSAI’s official food category list and select every applicable category.
  3. Blurry or Corrupt Documents: Uploaded files that are unreadable, password-protected, or corrupt. Solution: Scan at 150–300 DPI, test by opening the file yourself before uploading.
  4. Incorrect Turnover Declaration: Declaring a lower turnover to qualify for a cheaper category. This is a compliance risk. Solution: Declare accurate turnover. Upgrade when you cross the threshold.
  5. Missing NOC: Many states require a No Objection Certificate from the local municipal body or panchayat. Solution: Check your state’s specific requirements before applying.
  6. Premises Address Mismatch: Address in the form differs from the address proof submitted. Solution: Use the exact address as it appears on your rent agreement or utility bill.
  7. Incomplete FSMS Plan: The Food Safety Management System plan is vague or missing mandatory sections. Solution: Use FSSAI’s template available on its official website.
  8. Expired Documents: Submitting expired address proofs or trade licences. Solution: Ensure all documents are current.
  9. Non-compliant Premises: On inspection, the premises fail to meet hygiene standards. Solution: Deep-clean before applying, ensure proper storage, waste disposal, and pest control.
  10. Incorrect Fee Payment: Paying the wrong fee amount or for the wrong duration. Solution: Cross-check the fee on FoSCoS’s payment page before confirming.
  11. Unanswered Queries: The licensing officer raises queries in the portal, but the applicant doesn’t respond in time. Solution: Check your FoSCoS dashboard and email regularly after submission.
  12. Incomplete Annexures: State/Central applications require additional annexures (Declaration, Affidavit) that are left blank. Solution: Download the full form checklist from FoSCoS and tick every item.

How Long Does FSSAI Registration Take?

Category Typical Timeline With Inspection Delays (common reasons)
Basic Registration 7–30 days Not usually required Incomplete documents, officer backlog
State Licence 30–45 days 15–30 additional days Inspection scheduling, missing NOC
Central Licence 45–60 days 15–30 additional days Multi-department review, documentation gaps

Important: FSSAI has a legal obligation to respond within 30 days for Basic Registration. For State and Central Licences, the processing timeline is 30 days after inspection. If no response is received within 30 days from the date of application (for Basic), the registration is deemed granted.

To speed up the process: submit a complete, error-free application, respond to any portal queries within 24-48 hours, and ensure your premises are ready for inspection on short notice.

What Happens After FSSAI Approval?

Congratulations – you’re now an FSSAI-registered food business. Here’s what to do next:

  • Download Certificate: Log in to FoSCoS → My Licences → Download Certificate. Save a digital copy and print a physical copy.
  • Display at Premises: The FSSAI certificate must be prominently displayed at your food business premises. This is a legal requirement.
  • Print on Packaging: Your 14-digit FSSAI number must appear on all food packages, labels, menus, and marketing materials.
  • Renewal: FSSAI licences are valid for 1–5 years (you choose at application). Begin renewal at least 30 days before expiry. Late renewal attracts a penalty.
  • Compliance: Maintain hygiene standards, keep FSMS records, train staff, conduct regular audits. FSSAI can conduct surprise inspections at any time.
  • Modification: Any change in business name, premises, food category, or key personnel must be intimated to FSSAI through FoSCoS within 30 days.

Penalties for Operating Without FSSAI Registration

Operating a food business without FSSAI registration is a criminal offence under the Food Safety and Standards Act, 2006.

Offence Maximum Penalty
Operating without registration/licence Imprisonment up to 6 months + fine up to ₹5 lakh
Selling substandard food Fine up to ₹5 lakh
Selling misbranded food Fine up to ₹3 lakh
Manufacturing unsafe food Imprisonment up to 7 years + fine up to ₹10 lakh
Obstruction of FSSAI officer Fine up to ₹2 lakh
Failure to comply with FSSAI directions Fine up to ₹2 lakh + business closure

Beyond penalties, operating without FSSAI registration means inability to list on food delivery platforms (Swiggy, Zomato) or marketplaces (Amazon, Flipkart), rejection by banks and investors who require compliance documentation, and permanent damage to brand credibility, if a food safety incident occurs without registration.

Benefits of FSSAI Registration for Your Food Business

  • Legal Compliance: Operate with full legal authority. No risk of surprise raids, penalties, or shutdowns.
  • Customer Trust: The FSSAI logo on your packaging signals safety. 73% of urban Indian consumers check for FSSAI registration before buying a new food brand (FSSAI consumer survey data).
  • Marketplace Access: Mandatory to list on Swiggy, Zomato, Amazon Fresh, BigBasket, ONDC, and most major food delivery and e-commerce platforms.
  • Funding Readiness: Banks, VCs, and angel investors require FSSAI registration as a baseline for food businesses seeking capital.
  • Export Opportunities: Central Licence is a prerequisite for food export and for certifications like APEDA registration.
  • Brand Credibility: Enables B2B sales to hotels, supermarkets, and institutional buyers who demand certified suppliers.
  • Expansion: Structured compliance makes it easier to open new branches, franchise, or scale production.

FSSAI Registration for Specific Business Types

Home Bakers

If you bake from home and sell commercially (even on social media), you need FSSAI. Most home bakers qualify for Basic Registration. If your annual revenue exceeds ₹12 lakh, upgrade to a State Licence. Your home address serves as your registered premises.

Cloud Kitchens

Cloud kitchens (also called ghost kitchens or dark kitchens) require an FSSAI licence for the kitchen premises. The licence should reflect the actual production address. Most cloud kitchens need a State Licence. All delivery platforms require FSSAI before onboarding.

Restaurants

Restaurants need a State Licence. The licence is premises-specific – each branch requires its own licence. If you have multiple branches across states, you may need licences in each state, plus a Central Licence if your combined turnover exceeds ₹20 crore.

Food Manufacturers

Manufacturers need to clearly define all food categories they produce and their production capacity. State Licence covers most mid-size manufacturers. Central Licence is required if your annual turnover exceeds ₹20 crore or if you supply to government schemes. A Water Test Report and FSMS plan are compulsory.

Food Importers

All food importers must hold a Central FSSAI Licence – no exceptions. The licence application requires your DGFT Import Export Code (IEC). Products imported without FSSAI clearance are detained at Customs and can be destroyed.

Food Exporters

Food exporters typically need a Central Licence and must comply with both FSSAI standards for Indian food and the food safety regulations of the destination country. APEDA registration is also advisable for agricultural food exports.

E-Commerce & Social Media Food Sellers

Selling food via Instagram DMs, WhatsApp, Facebook, Meesho, or your own website? You still need FSSAI. There is no exemption for digital-only sellers. Most small social commerce sellers qualify for Basic Registration. Platforms like Amazon and Flipkart require State or Central Licence for onboarding.

Expert Tips to Get FSSAI Approval Faster

  • Apply in off-peak seasons: October to December and April to June tend to have lower application volumes, meaning faster processing.
  • Double-check address consistency: Your business name and address must match across every document. Even a minor spelling variation can trigger rejection.
  • Use FSSAI’s own templates: Download the FSMS template from fssai.gov.in. Self-created plans often miss required sections.
  • Track your application daily: Log in to FoSCoS every day for the first week. Officer queries must be answered quickly, or your application may be rejected for non-response.
  • Prepare your premises before applying: For State/Central licences, an inspection is likely. Have your kitchen clean, pest-free, and compliant before you even submit.
  • Select the correct food categories upfront: Adding categories later requires an amendment application. It’s easier to be comprehensive from the start.
  • Apply for 5 years: The 5-year option reduces paperwork burden significantly versus applying annually.
  • Keep scanned documents in a dedicated folder: Create a single folder with all FSSAI documents. Update it annually so renewal is effortless.

Final Thoughts

If you’ve made it to this point, you now know more about FSSAI registration than most food entrepreneurs learn in their first year of business. And that matters – because knowledge is the difference between a smooth application and a three-month delay.

Here’s your action plan for today:

  • Determine your licence category using the turnover + state + import/export framework.
  • Gather your documents in a dedicated digital folder.
  • Create your FoSCoS account at foscos.fssai.gov.in.
  • Start your application – you can save progress and return.
  • If in doubt, check the official FSSAI website (fssai.gov.in) or consult a compliance professional.

Remember: FSSAI registration is not just a legal checkbox. It’s the foundation of a credible, scalable, trustworthy food business. Get it right from the start.

Frequently Asked Questions (FAQs)

1. How much time does it take to get an FSSAI certificate?

Basic Registration typically takes 7–30 days. State Licences take 30–45 days, and Central Licences take 45–60 days. If a premises inspection is required, add 15–30 more days. Delays occur when documents are incomplete or officer queries go unanswered. Applying with a complete, error-free submission is the best way to stay within standard timelines.

2. Do I require an FSSAI licence for export?

Yes. Food exporters must hold a Central FSSAI Licence. This is a mandatory requirement regardless of the product type or destination country. In addition, you will need a DGFT Import Export Code (IEC). For specific export markets, additional certifications (Halal, Organic, APEDA) may be required.

3. What is the process of the FoSCoS FSSAI licence?

Visit foscos.fssai.gov.in → Sign Up → Log In → Apply for Licence/Registration → Answer the questionnaire to determine your form (A or B) → Fill the form → Upload documents → Pay fee → Submit → Track status → Respond to any queries → Await inspection (if applicable) → Download certificate upon approval.

4. How to register for an FSSAI licence?

Go to foscos.fssai.gov.in, create an account, choose your application type (Basic/State/Central), fill Form A or Form B, upload all required documents, pay the government fee, and submit. Monitor your application status regularly. Once approved, download your certificate from the FoSCoS dashboard.

5. What can I do if my FSSAI application gets rejected?

You will receive a rejection notice with reasons. Review every point carefully, correct the issues (gather missing documents, fix form errors, clarify business details), and reapply. There is no cooling period for re-application. If you believe the rejection was erroneous, you can file an appeal with the appellate authority designated under the FSS Act.

6. How to renew an expired FSSAI food licence online?

Log in to FoSCoS → My Licences → Initiate Renewal. Complete the renewal form, verify all business details, upload any updated documents, and pay the renewal fee. Begin renewal at least 30 days before expiry to avoid penalties. If your licence has already expired, a late fee applies. A lapsed licence means you are technically operating without a valid FSSAI licence.

7. FSSAI Registration for E-Commerce & ONDC Sellers – Is it mandatory?

Yes. Whether you sell food through Amazon, Flipkart, BigBasket, Swiggy Instamart, ONDC, or your own website, FSSAI registration is mandatory. All e-commerce platforms require your FSSAI number before listing. ONDC specifically mandates FSSAI compliance for all food sellers. There is no exemption for digital-only food businesses.

8. How does FSSAI ensure that small-scale businesses comply with rules?

FSSAI runs targeted awareness and training programmes for small businesses, including the ‘FOSTAC’ (Food Safety Training and Certification) programme. Designated Officers at the district level are responsible for registering and monitoring small FBOs. Non-compliance can result in notices, fines, or cancellation of registration. FSSAI also partners with states for surprise inspections of small food businesses.

9. Can I apply for an FSSAI licence without a website? What if I only sell through Instagram, Facebook, or WhatsApp?

Yes, you can and must apply even without a website. Having a website is not a requirement for FSSAI registration. The requirement is commercial food activity – if you are selling food for money, you need FSSAI. Social media sellers, WhatsApp-based food businesses, and home delivery services all fall within the scope of the FSS Act, 2006.

10. Which FSSAI licence do I need to sell on Amazon and my own website?

To sell on Amazon.in (or Amazon Fresh), you need at minimum a State FSSAI Licence. Basic Registration is generally not accepted by Amazon’s seller onboarding team. For your own website, Basic Registration may suffice legally, but a State Licence significantly builds buyer trust and enables B2B opportunities. If your turnover exceeds ₹20 crore, a Central Licence is required.

11. What is the difference between FSSAI and FoSCoS?

FSSAI (Food Safety and Standards Authority of India) is the regulatory body – the government organization that creates food safety rules and enforces them. FoSCoS (Food Safety Compliance System) at foscos.fssai.gov.in is the online portal through which food businesses apply for FSSAI registration and licences. Think of FSSAI as the authority and FoSCoS as its digital office counter.
